In response for the industrialization efforts of the Filipino government, the Department of Science and Technology's, Technology Education Company (DOST-SEI) with the Department Education (DepEd), selected several community high colleges nationwide to take part in DOST-SEI's Engineering and Scientific research Education Plan. The Science and Technology Oriented High School Plan (ESEP) may be the flagship system for the development of Science, Math concepts and Study. It is getting implemented in selected one hundred ten public substantial schools and 6 study resource Centers across the country (Sasota, 2008). This program aspires to increase the number of high school participants who will follow science and technology jobs. Science and arithmetic education is certainly recognized as a significant factor in advancement. How college students learn as well as how to measure students' performance in a variety of areas is usually thus a priority concern of policy makers and educators nationwide (Ocampo, 1997). Science education aims to develop scientific literacy among pupils that will prepare them to learn and participative citizens who is able to make decision and decisions regarding applying scientific knowledge. The science curriculum recognizes the area of science and technology in each day human affairs. The science program promotes a solid link among science and technology. This curriculum places importance in mathematics plus the sciences, and also research. It has higher specifications of research and mathematics education than other excessive schools that only have a fundamental Education Curriculum. Science is a systematized body of knowledge. That plays a vital role in our daily lives. Today, science contains a philosophical influence on the way we all live, primarily through technology- the use of clinical knowledge pertaining to practical reasons (Burnie, 2008).
Trends in Mathematics and Science Examine (TIMSS), is a study that measures scholar performance in science and arithmetic which is made since 1995 and every four years by International Association for the Evaluation of Educational Achievements (IEA) (Ogena et al., 2010). In this study, college students studying in schools with similar program with advanced preparation in science and arithmetic will be applied. Starting in 1995, IEA provides the useful information about students' mathematics and science accomplishment in an foreign context and aside from this kind of, data is usually collected off their school and teachers concerning curriculum and other factors associated with the teaching and learning of science and mathematics. Depending on the effects of the Performance of Philippine High Educational institutions with Exceptional Science Curriculum in the 08 Trends in International Math concepts and Science Study (TIMSS- Advanced), Philippine students in the secondary level are not competent enough compared to other countries that have extended number of years of formal schooling (Stat et al, 2010). This analyze (TIMSS- Advanced) aims to assess the performance of Filipino pupils belonged to the Special Scientific research Program from the DOST. TIMSS-Advanced is a global study executed by the intercontinental Association for the Analysis of Educational Achievement (IEA). TIMSS-Advanced examined the overall performance of learners with special preparation in advanced math and savoir, who are in the last year of secondary education, across countries.
